Announcing the Launch of the
Delaware County Taxpayers Coalition

"No tax should have the power to leave you homeless"


Glen Mills, PA March 21, 2010 –– Tony Santore, Chairman announces the launch of the Delaware County Taxpayers Coalition (DCTC). DCTC was formed to eliminate residential property taxes to fund public education. DCTC supports a modernized school funding plan based on 21st century economic realities.

DCTC is an independent, nonpartisan membership organization dedicated to the elimination of school property taxes as the funding source for public schools. DCTC believes the existing property tax system is unfair, unmanageable, costly to administer and needs to be replaced as the method to fund public education. The DCTC carries out its mission by:
• Maintaining a Website (www.delcopataxpayers.org) that provides background information, articles, position statements, references sources that relate to school property taxes (SPT)
• Monitoring and reporting on news articles relating to SPT
• Monitoring and reporting on legislative activity relating to SPT
• Monitoring and reporting on research papers relating to SPT
• Providing speakers on SPT
• Supporting legislation that eliminates SPT while adequately funding public education
• Maintaining a data base of groups and organizations that want to be informed on the SPT issue.

“I am very excited about the launch of DCTC” says Tony. The time has come to replace the current public education funding system with one that protects homeowners and encourages homeownership. One such effort, HB 1275 School Property Tax Elimination Act, is a viable alternative to the current funding system and the one we support. People are losing their homes or can’t afford to buy homes due to the property tax burden. This is unacceptable! No tax should have the power to leave you homeless.”

DCTC is recruiting members for its Leadership Council from each of the County’s 15 school districts.

DCTC is a member of the Pennsylvania Coalition of Taxpayers Association (PCTA), a group of 34 local taxpayer associations throughout Pennsylvania that support the elimination of residential school property taxes.

The Delaware County Taxpayers Coalition (DCTC), the PA Taxpayers Cyber Coalition (PTCC) and the PA Coalition of Taxpayer Associations (PCTA) support House Bill 1275, The School Property Tax Elimination Act (SPTEA), Pennsylvania House of Representatives legislation that will eliminate all school property and nuisance taxes across the Commonwealth and will fund all Pennsylvania schools from a single state source.

The School Property Tax Elimination Act introduces a modernized school funding plan based on 21st century economic realities.

- The SPTEA will ABOLISH the school property tax on all homestead/farmsteads as well as eliminate all local school nuisance taxes, local school EIT, and other ACT 511 taxes imposed by school districts.

- The SPTEA utilizes our current sales tax mechanism to fund schools, restoring the original intent of the tax. Unlike other so-called "relief" schemes, the School Property Tax Elimination Act does not increase the rate but maintains the current rate of six percent and broadens the base of taxable services.

- The sales tax provides a predictable and stable funding source that is tied to economic growth. This is in clear contrast to the school property tax which is not based on economic growth and is subject to much variation.

- Current school spending regularly exceeds tax revenue and the School Property Tax Elimination Act addresses this problem as well as funding equity for more than one hundred distressed Pennsylvania school districts.
